§ 2-262. Budget; amendments; website posting.

  • (a)

    Annual budget. The city commission shall adopt a budget each fiscal year in accordance with F.S. §§ 166.241 and 200.065, as amended from time to time and any other applicable law. The budget shall be adopted by resolution.

    (b)

    Budget amendments. The city commission at any time within a fiscal year or within sixty (60) days following the end of the fiscal year may amend a budget for that year as follows:

    (1)

    City commission authority.

    a.

    Appropriations for expenditures for a department or between departments within a fund may be decreased or increased by motion recorded in the minutes if the total appropriations of the fund are not changed.

    b.

    If a budget amendment is required for a purpose not specifically authorized in paragraphs (1)a. above or (2) below, the budget amendment must be adopted by resolution.

    (2)

    Budget officer authority. The city commission may establish procedures through its comprehensive financial policies, by which the designated budget officer may authorize budget transfers/amendments, as long as the total appropriations of the fund are not changed.

    (c)

    Website posting requirement per F.S. § 166.241.

    (1)

    The tentative annual budget must be posted on the city's official website at least two (2) days before the budget hearing, held pursuant to F.S. § 200.065, or other law, to consider such budget. The final adopted budget must be posted on the city's official website within thirty (30) days after adoption.

    (2)

    If the city commission amends the budget pursuant to paragraph (b)(1)b. above, the proposed amendment will be posted, if feasible, on the city's official website three (3) days before the meeting where it will be considered for adoption. The adopted amendment must be posted on the city's official website within five (5) days after adoption.
