§ 2-113. Procurement division responsibilities.

  • (a)

    The procurement division shall serve as the principal public procurement office for the city and shall be responsible for the procurement of goods and services in accordance with this procurement code, as well as the management and disposal of surplus goods.

    (b)

    The procurement division shall establish procedures, authorizations and forms as may be necessary to implement this procurement code and comply with applicable law, as amended from time to time. The procurement division may consider utilizing electronic technology in its established procedures to further streamline the city's procurement processes.

    (c)

    The procurement division may delegate any of its responsibilities to another department, division or employee of the city upon the approval of the city manager.

    (d)

    The procurement division shall have the authority to suspend or debar a person from participation in procurement for the city and shall establish a policy for such suspension or debarment. All suspensions or debarments shall be afforded with appeal rights to the city commission.
