§ 2-30. Policy declared.

  • The following is declared to be the policy of the city:

    (a)

    Employment by the city shall be based on merit.

    (b)

    No person employed in the merit service, or seeking admission thereto, shall in any way be favored or discriminated against because of religious or political affiliations or beliefs, racial or national origin, age, sex, sexual orientation, gender identity or expression, or handicap, where the handicapped persons are able to perform the work they are seeking.

    (c)

    Every effort shall be made to foster high morale by fair administration of this article and by every consideration of the rights and interests of employees, consistent with the best interests of the public and of the city.

    (d)

    Equitable incentives and conditions of employment shall be established and maintained to promote efficiency and economy in the operation of the city government.

    (e)

    Positions having similar job factors and levels of difficulty shall be classified and compensated on a uniform basis.

    (f)

    Appointments and other personnel actions involving a change in employee status requiring the application of the merit principle shall be based on evaluations, tests and/or examinations.

    (g)

    Continuity of employment covered by this article shall be subject to good behavior, satisfactory performance of work, necessity for the performance of the work and the availability of funds.
