§ 19-11. Blocking off, fencing, public way.

It shall be unlawful for any person to block off, fence or in anywise appropriate to his own use, or attempt so to do, any publicly dedicated street, sidewalk or alley within the city, except as provided in article III of this chapter. Any blocking or fencing material may be removed from any dedicated street, sidewalk or alley and confiscated by the city.
