This article VII is an exercise of the city's police power for the public safety,
health and welfare; and, its provisions shall be liberally construed to support such
exercise of police power. The purpose of this article VII is to protect the physical
and psychological well-being of minors, including lesbian, gay, bisexual, transgender
and questioning minors, from exposure to the serious harms caused by conversion therapy.
